Default A Battery uestion

OK I just got my bike out of the shop. I noticed close to home that the battery light was on. I pulled over and tryed to figure out what was the problem. I killed the engine. Then turned it back on and cranked the bike. the battery light went off. I noticed when I cut off my 50watt Harley fog lights and running lights and only had the main head light on that the voltage would go back up to 13.8 but i could turn the lights back on and the voltage would drop to about 11.9 volts.
I thought when you cranked the motorcycle, that it would run everything off its own power without the battery. I believe the battery has a dead cell in it. Would this cause the voltage to fall like that ? Thank You for your help
