Primary noise in neutral only. HELP!

2011 heritage softail classic IPB repair
I have this noise still, even after the IPB and all other bearings were replaced (lots of metal shavings in the primary). They believe it's the clutch. I have esp so it's gonna cost me $50

My '07 Ultra did the same thing last year. Ended up being the inner primary bearing/race. Did the job myself, not very difficult.
