Compression releases vent the cyclinders so your starter has an easier time spinning your motor over, when the motor fires up, the compression stroke will provide enough pressure to close the releases, allowing the motor to run normally. Typically, they are only used on motors with a higher compression ratio than stock (usually 10.5:1 or higher). They also help with hot starts (the pressure inside a hot cylinder is higher than a cold cylinder).
The difference between a 103 and a 107 is cylinder bore and piston size.

You can get to 107 with a 3 15/16" cylinder bore on a 4.375" stroke motor. (96 motor) You can get 107 bolt on kits for 96 motors. (a 103 is 3.875 bore X 4.375 stroke)
You can also get to 107 with a 4.125" bore on a 4.00 stroke motor (88 motor). That's an expensive build because it requires case boring.
You may or may not need CR's for a 103 build, but if I were spending the money, I'd sure want them. At the time of the build, they would be fairly inexpensive to install, but quite a bit more expensive if you wanted them after the fact.
