Cee Bailey is quality company.They state in their literature that it is best to err on the tall side. If you order a windshield that is too tall they will cut it down for you at no extra charge. You just have to pay shipping. If it is to short you are out of luck. My suggestion is to order one you are sure is a little tall. If it is isn't then great, if it is you can send it back until they dial it in for you. It will cost a bit in freight but in the end you will have a windshield fabricated to you and your bike. In my book that is well worth the extra $'s in shipping costs.
