Default Paint Issue

I have an 08 Ultra dark blue. I bought it in Feb 09 as a left over. I ride it almost everyday and it has just over 15,000 miles on it. I noticed last week that the paint on the front fender lower bracket ( where it mounts to the fork) is starting to bubble. Same place both sides and peeling on top edge, under trim and light. Nothing was spilled on it, like brake fliud. Looks like a factory defect to me. Is anyone else having this problem???? Good news is the dealer will replace it. Not repair, replace with new one. It took them about 5 seconds to make their decision. I was very pleased. There just happened to be some HD big wigs at the dealer when I brought it in. They looked at it and agreed it needed to be replaced. They took some pictures of it. I guess I lucked out on this. Just moved this from the clear coat thread.
