I would try swaping out the top washers (they seem really thick) and try using the stock two piece riser clamp, alot of times the new thick clamps are an issue.
I did switch the top and bottom washers. I paid $175 for these freakin risers and according to carlini's web site it says will fit under stock Road King cover??? Im calling Carlini and hope they have the solution to this problem.

With apes installed you do not want to mess with the 2 piece stock clamps. If Carlini doesn't say anything about this in their directions, take a look at the Wild 1 website, the stock 2-piece clamp may be okay for stock low rise bars, but apes put way too much stress on the skimpy 2-piece stock ones.
As far as the cover goes, I replaced the stock bushings on my '04 RK with the newer poly bushings from HD and the directions specifically said not to reuse the stock or any other washers, the HD poly bushings had caps already installed. I don't know about the ones you got, I've never seen Carlini bushings.
+1 on not using the two piece clamp, I was suggesting trying the clamp to see if thats where the clearance issues lie. If they did fix it then I would suggest a thinner one piece clamp. I also have used the HD poly bushings on a number of builds and the one thing I really like is that chrome cover that they come with, I havent used the carlini bushings before.
It worked!! Called all the local dealers and I found one. Had to drive 2 hrs to get it but it is here and on the bike. Thanks to all of you for your help. I will post up some pics later today, it is raining here so wont be that great.
