You can count on spending at least that much on any decent bag. I have a Nelson Riggs that attaches to my passenger backrest supported luggage rack and I may have paid a bit more but like most anything you get what you pay for.
I have the detachable sissybar passenger backrest, detachable two-up luggage rack, and the Route 66 T-Bag. The Route 66 T-Bag has wheels for easy carrying off the bike; and it has plenty of room. It also allows me to strap a duffle-type bag to the top. T-Bag also offers excellent customer service. I had frayed one of my tie-down straps which was rubbing on a sharp part of the luggage rack. T-Bag quickly repaired and returned my bag under warranty--I only paid for the shipping there.

Made a plate to go inside and mount to the rack with the bolts that hold the backrest pad to the sissy bar. Use the round pack for day trips strapped to the rack. Good quality for the price
