It's probably your latches. Listen while the bikes idling.
I had mine replaced under warranty once, and it worked for a while. Now it's back.
Big movement wont replicate the sound, vibration will though.

I think you are right, I'm pretty sure it's the latches too.
09 ultra wouldn't rattle when my wife was on the back but the backrest rattled against the tourpak when riding solo. Took it to the dealer and they fixed it 100% on the first try. Has never rattled since.
My '03 Ultra tour pack rattled until I isolated it to the latches. Even though the lid may seem tight (like mine did) it rattled at highway speeds. Loosened the latches, and slid them down enough to tighten the fit, and no more rattle.
Rattle came back several weeks ago, so I loctited (green) them suckers.
When my wife is on and leaned against the backrest it is better, but not completely gone. What did you do to fix yours?
I removed it, applied what I call "Speed Tape" (thick 3M tape) of the areas that were starting to chaff.. I may go the foam route if it really bugs me. Normal highway/raod I do not hear anyhting
Yesterday, I remembered this thread and took it off again
I did find all 3 little rubber shock nuts not real tight, tighened them up.
Added some more tape in the areas that it was hittting..
I like the latch idea and will look into it.
I find it rattles like a broken bracket and I only hear it when I go over railroad tracks or something "big" like that..
