There's really no adjustment possibilities other then the quick release brackets.
Did you remove those? If so, are the front and rear brackets different? Maybe you switched them? If all else fails, get a heavy fender washer or two at the hardware store and sandwich it/them between both brackets and adjoining parts (I think the fender rail?).
One other thing. When my bike was new I noticed the fender wasn't centered with the wheel (looking from rear). So I took the bags off and gave her a good tug on the lower bag support. Straightened her right up. It's been fine for the last 3 years.
If it is off, it could be cattiwampus enough to be forcing the bag into the side cover?

Great ideas! I stopped by my mechanics and his Ultra has the same problem, says it seems to be quite common on the right side only. Think I will try the fender washer idea. I am going to do away with the quick release because reading alot about the chance of loosing a bag. Figure I will switch it over to bolts with nylocks, that way I can shim out as much as I need, and hopefully cure the problem. Thanks again all, will post the results.
Had same problem w/right cover/bag and stealership touched them up. Supposedly they re-adjusted the brackets, but I found them to be rubbing on occasion (road bumps etc.). Gave the brackets a good hard tug (prying) and forceful adjustment and got the clearance needed to solve.

Thanks all for thye info, as reported earlier I was worried about all the talk about loosing a bag and went to bolts with nylocks and shimmed the bag out with two washers. Worked great I now have the clearance I need and dont have to worry about lossing my bags, Thanks again all!!
