I have not seen the fork tool bag for ultras either. But while in Las Cruces today I seen an ultra with a tool bag that fit between the rails on the saddle bag guards. They had straps on the top and bottom to keep them secure. I know this is'nt exactly what you asked for,but thought it might give You some ideas.

Bingo!! I have some more than my share of dinged fenders because people mount things under their triple tree (bags, demon bell, etc...). Best to avoid it all together.
Just throw your rolled up tool bag in the bottom of your saddle bag. I've seen vendors that make a special fitted tool bag that fits perfectly in the bottom of your saddle bags without taking any storage area away. Maybe someone can help me out pointing the vendor to you, I just can't remember thier name.
