If I'm not mistaken, the SE pipes that Harley uses are the SuperTrapp SE Slip-ons. If they are indeed the same ones, they were designed more for power and torque and not necessarily a louder sound although they are louder than stock. Below is what the product write-up says for the SuperTrapps...

I would suggest getting in touch with SuperTrapp and see if they have any suggestions for getting more sound.

i have these on my 07 rk. definitely more sound than stock. great rumble - but not too loud for me. not sure how they would work with the cat.

SuperTrapp(Kerker) stopped making the HD SE pipes in 2006 due to EPA requirements. The SuperTrapp "SE" they currently make, yes, is the exact same pipe as the old HD 65115-98B which is so popular (I know I have them and love them). SuperTrapp has not been making the SE pipes since then from what I understand. FYI, my best bud has a new set of the SuperTrapp SE pipes and they do almost sound exactly like 98B's. Excellent sounding pipe with great performance. But don't let the 3 db above stock fool you. They are noticably louder.
I've got the (50 States legal) SE Touring mufflers and love them. They do take a few thousand miles to break in and do get louder over time. I tried Monster Ovals before I got these and wasn't happy with them either. The SE's can be quiet when you want them to be and can get noisy also when you want them to be. That's perfect for me..
I have a 2010 ultra that had stock header and aftermarket SE Fatshotz (look the same as the supertrap as far as I can tell). Liked the look and the sound. Nice and low but no volume due to the cat in the header. Swapped stock head pipes to V&H Dresser Duals and went to Boss Fat Cat slip on mufflers. I have about 1000 miles on them, and so far I like them. They aren't very loud at idle but sound great under acceleration or while at cruise. I did contact D&D to see if they offered different baffles for the slip on but they don't. I could stand them to be louder but I hear the tunes great and still hear a great sound from the pipes.
I have about 4ooo miles on my SE slip on and they are really starting to turn yellow were the muffler attaches to the headpipe, at least half of the muffler is very yellow. This cat in the headpipe is putting off a lot of heat!!!
