More than likely it was not over tightened, but not seated properly. You have to make sure that the notch fits completely over the little nub on the inner fairing.

OK so I am the dumb *** of the day. I put a new windshield pack on my bike and tightened one of the end mount bolts just a tad too tight and now I have a tiny crack making it's way up and away from the mounting bolt.
Other than drilling a tiny hole at the end of the crack, is there anything one can do to stop this from getting bigger or repair it?
Nope, but might as well live with it until it creeps further up. For future reference, get a inch pound torque wrench and use RTV silicone, not loctite. They'll stay in place just the same, but will be easier to remove.

Make sure the bag and the windshield and bag are down in the housing properly before you tighten things up. Start the screws and push down to make sure the windshield is properly seated.
Drill on top of the crack with with the smallest drill you can find and ride !!
