It's DOT requirement and also passenger foot rest is part of it.

Just a thought. Have any of those that removed the strap ever complained that their seat was stolen easily?

I was told one time what the strap was really for. Back when Harley's vibrated really good the women put that strap there and tied a bandana around it in a knot. Then they would scoot right up against the knot while the bike was running.

What would stop someone from cutting the strap? Nothing I bet.

I couldn't see any useful purpose for mine, so the first time I had to wrestle with it to get my seat off, I yanked it off.

Yup...just take it off. If you like the way it looks, fine...but as a functional bit it's basically lame.
