not sure if you question was about the mph or the rpm.
as for the rpm, these bikes do fine at 3k. a lot of people run the rpm too low. the engine will pull at low rpm's but that don't mean you should run there. if i am just cruising at the same speed i will let the rpm down to mid to low 2k, but if i want any acceleration at all, then bare mimimum would be 2500. and preferably 2750+.
if i am riding where i know i will be wanting acceleration, etc. then i run at 3k regardless of the gear.
as for speed - usually 5+ on the limit. but then again i am on 2 movers and here in illinois you can loose your licensce with 3 movers. the 2 movers were from ohio and south dakota and both for just 5 over. which in those 2 states don't add points to your record. but they transfer to illinois as movers and points. so one more and pow.
till then 5+. after they fall off, then between 5 and 10+. unless i am feeling fiesty.
When I go over 70 on my 01 FLHR my mileage deteriorates to under 40 MPG but if on a long trip I just want to get from point A to point B ASAP. Still I try to keep it at no more than 10 over, usually 5 over. I wish I had a tach.....
