Man do I have a dilemma, I recently wrecked by bike, so during the repair, I decided to put a tourpak on it.
So I had the Tourpak painted, NO problem, the paint is great, matches perfect.
So I decided to get LED lights on the Tourpak, an purchased them through Custom Dynamics, so here lies the problem, the owner of the bike shop says those lense lights are glued to the Tourpak therefore there very hard to remove without damaging the new paint.
I know nothing about the Tourpaks and how they work, dummy me!
So Can they be removed without any issues, or am I screwed?
Secondly, how are you suppose to replace the bulbs if they go out, from the inside?
I really want the LED look and am looking for direction to get this done.

Are you talking about the side marker lights??? They aren't glued in. At least they aren't supposed to be. They attach with two screws from the inside of the tour pak.
You can remove the bulb sockets from inside the tour pak, then take a rod about 10 - 12 inches long and about 1/2" thick and insert it through the socket hole and GENTLY push the lenses out (they are held in with an RTV/Silicone 'stuff') set them aside WITHOUT touching the 'sticky stuff'. Plug your LEDs in then carefully press the lenses back into place. There are like two little tabs on the lenses, one top and on bottom I think that you need to carefully unseat and then reseat.
I was contemplating their LED's myself, and read their directions online. It looks as though the lens itself is glued on with some flexible adhesive (from the outside). I don't believe you have to remove the entire light bar.
I could be mistaken - it's been a while since I looked it over.
I installed Ridetime Technology LED's in my Tout-Pak. I did not use any additional sealer, or at least that is what my feeble memory recalls...Here is a link to the instructions to remove them. Pick the one that works best for you!

Don't know what model scoot your talking about but I think you need a load equalizer when installing LED's.
