Just changed my oil yesterday. I'm always careful when spinning off the filter not to drop it and make a bigger mess.
I use brake cleaner and spray off any oil. I buy brake cleaner by the case when on sale for .99 cents.
The HD's in my area charge up to $8 for a can of brake cleaner to clean up the mess they make when they do an oil change.
After an oil change, I go to a water hose, coat the oil filter are and the whole bottom of the bike in Simple Green, give it about a minute, then use a flowing stream of water to rinse it all off. I have a funnel and still made a mess.
The easiest thing I do that gets 95% of the oil is take the filter off with a gallon plastic baggy. Then I finish up the aviation version Simple Green.

I have not had a problem. The only thing painted it touches is the frame. Don't see how it would bother the wiring, it all gets soaked while riding in the rain. I don't spray hard water, I am just using a steady stream of water.
There is some evidence (although internet evidence) that it is bad for aluminum. But paint and steel should be fine
