Try just tightening the starter bolts and re-testing. This was a problem for me on my '07 and I have heard of the same thing being true for others.
The bolts get ever so loose and lose good ground. Starter then fails intermittently.
Wiring check shows good voltage at the solenoid, so a bad starter is mis-diagnosed.
to answer your original question, yeah, I'm 99% sure you are going to have to pull the exhaust.

Starter Fasteners Service Bulletin
Had the same problem with my '07 UC - intermittent starter failure. Turn out that this was not an unknown issue (send me a pm so I can get you a copy of the Service Bulletin pdf). Hopefully, this is what is occurring with yours. Best of luck!
