Doing some last minute details before leaving for Sturgis and the starter on my 07 Ultra appears to have taken a crap. Do I need to remove the headers to get the starter out? Stock headers....
Try just tightening the starter bolts and re-testing. This was a problem for me on my '07 and I have heard of the same thing being true for others.
The bolts get ever so loose and lose good ground. Starter then fails intermittently.
Wiring check shows good voltage at the solenoid, so a bad starter is mis-diagnosed.
to answer your original question, yeah, I'm 99% sure you are going to have to pull the exhaust.
