I got my D407F replaced about 3 weeks ago with the D408.
Actually , it was 2 days before Port Dover 13th party.
I had 10400 miles on the 407 and it had 3/32" left on it.
Covered in full , no problem.

My first one was replaced with a 407 it was replaced before dealers had the bulliten i got reembursed after bulliten was released. they did not have any 408s at the time so they put on a 407, second 407 did the same thing after 9000 miles and they also replaced it for free.
Had my 407 replaced with a 408 just a couple of months ago with ~11,000 miles. It had >3/32 so I got 100% and left with a new tire - no charge. The bulletin does NOT relate to specific VINs and I never received a letter. Here's a link to the actual bulletin:
If you go in complaining of noise, vibration or a poor ride (as stated in the bulletin) it will likely qualify. They will evaluate the tire - BE SURE TO GO IN WITH THE RIGHT AIR PRESSURE, as I've heard some who are denied due to the improper pressure/maintenance. The amount of remaining tread (also as specified in the bulletin) will dictate the coverage amount.
