Good grief, just take the tire home and avoid the fee. They make great tire swings and if disposed of in recyclable containers will be recycled, and you pay no fee.
Dunno how it is in California, but here in Washington state, the disposal fee is collected when you purchase the tire. It's a state law that requires all tire dealers to collect a disposal fee for each tire sold. They collect the fees whether you take your old tires or not.
In Wisconsin you only pay if they dispose of the tire for you, if you take the old one with you there is no charge. It's usually $3-$5, though I bring mine to my Dad and he gets rid of them for free.
