Marrying TSSM to ECM
The 2020 Low Rider doesn't have a TSSM module. It is a CanBus bike with a BCM/Security module and an ECM. That is a different combination than the older TSSM and ECM bikes.
The CanBus bikes with a BCM need the dealer's Digital Tec II computer to marry (program) the modules... or if you know someone with one of the aftermarket diagnostic tools like the TechnoResearch Centurion Pro, they too can marry the modules with that tool.

That is an indication that the TSSM and ECM are not properly married to each other.
The consumer procedure for marrying the TSSM to the ECM is purposely made to be a trial. That way a thief cannot easily steal a bike by swapping out an old TSSM for a new one.
Unfortunately it is a pain in the butt. Everything needs to be followed precisely as outlined in the procedure, and it often takes a few tries at it.
I did it once on a 2003 bike. Worst day of my life. (OK, I'm being a little dramatic...
) I have never done it on a newer than 2003 model with a TSSM.
I have several Harley bikes now. They range form 2001 to 2016. I have recently purchased the TechnoResearch Centurion Pro, so I can do whatever I need to my bikes without a trip to the dealer... TSSM or BCM, I now have it covered.
Find an independent shop with a Centurion Pro and it ill take them like 15-20 minutes to set you up.

Here's my notes. The first time I missed the steps on the first page, so I only got the first 10 minutes red key on, the next 2 times, step 8 and 10, the red key only lit for about 10 seconds.... After I did the steps on pg1 of the attachment, I was getting the 10 mins for steps 6, 8, and 10 of the second page.
It still failed so I tried combining the OFF from step 12 to the end of step 11 (turn switch back OFF quickly) and it worked 🤗.
