Have RevPerf disassemble the case, repair the crank.
While they're in it, might as well make it bulletproof, right?
Have them install the Timken upgrade.
Let them do the complete job on the bottom end.
Friend with a '99 RK had a slipped flywheel, did not find it until he had to replace engine mounts, vibrated horribly. He decided to go to 103 with upgrade crank, upgrade heads and all, $6600 at indy; all parts, all labor, all machine work and dyno tune when done. Indies guarantee 1 year 20k miles.
BadPiggy is tellin you straight. Do your own mechanicing, its a great learning experience and you'll have just cause to hang out with your buddy. A complete motor build from the crank up aint a "buget build", even if you do all the wrenchin yourself. Postpone until he has the money, buy a crate motor, settle for a lesser build, or proceed with that questionable crank. Sorry Bro, there just isnt a cheap way out of this one.
