When I had my 04 I put in Andrews 26 cams. Andrews told me that cam likes 9.5:1 compression. I sent my heads to Bean at Big Boyz and paid $295 for a port job set to that compression. I went with a Cometic .030 head gasket. I used SE flattop pistons that I bought from LSHD for about $100 for the pair. I had my jugs bored locally for $110. I ran a PCIII, V&H duals and a Ness Big Sucker. The bike ran great and pulled hard.
I wouldn't do any headwork on an Andrews 21 other than have it cc'd and milled to get the compression right for those cams. Are you doing the work yourself?
If you are getting your heads worked, you need to talk to the porter about your build and he should recommend a cam he likes that will work for you and match the heads to it.
You can be frugal, here is my build, but my bike is carbed.
These things can be done on budget if you pick off the horsepower junkies cast offs.
Watch the classifieds, ebay and craigslist.
I've got $856.01 in my 95" build.

Gaskets $95
2006 Heads $208.84 (These flow well for mild builds, but need to be cc'd and milled for some cams)
2006 Intake Flanges $8
Daytona Twin Tec Ignition $150
Cylinders $130 (You can probably get yours bored for $90)

24 tooth compensator sprocket $22.17
Cam Install Kit $36
You said you need an air cleaner, you should be able to do that for $100.
You don't say what year your bike is, but you list the 21N cam, does that mean you are doing the hydraulic conversion? If so, I would recommend you take a look at the 48N cam instead.
Dawg's recommendations are right on, the street port from Big Boyz is all you should need, the .030 head gaskets get the squish where it needs to be, your Boom Cans should be OK. I did a similar build only with SE204s & it ran real well.

If I was willing to spend money on getting my heads done and a more expensive cam based upon your riding style, I'd look at the Sykes performance crane 300 build.
Why are you buying a conversion cam and conversion cam plate when you can use regular cams with the SE Hydraulic Cam Chain Tenioner Plate which includes a better oil pump; p/n 25284-08?
If you are determined to get the heads done and think that its worth the $300-$500 you are going to spend, then talk with the porter about what they recommend as I can't think of many that will recommend the 21.

im in indianapolis indiana and im not stuck on it just a thought..... want to upgrade to 95" with some cams and upgraded hydro tensioner s and oil pump

Instead of spending the money on boring the cylinders, why not just buy one of the SE big bore kits off ebay. There is one for less than 400.00 and it comes with pistons, gaskets,etc. Seems a better choice than having machine work done.
