Default 07 Electra Glide Air Shock Issue

i have a 07 Electra.. i swapped out the wheels to a 21 front and an 18 rear and then installed a 2 inch lowering spring kit in the front shocks and bought a set ofd rear air shocks for a Street Glide which are suppose to be 1 inch lower then the stock Electra shocks.. problem is they came oil filled and when i put my Air Lines with fitting on the new shocks.... they will not air up.. i took the lines out and air does travel thru the lines but does not air the shocks up.. so i can not put any amount of Air in the shocks, like there is a plug inside the shock so no air enters them.. i need to correct the problewm cause of handling issues. i need to stiffen thew rear up so in turns it doesnt start doing the hop (walking into other lane) as you turn.. if anyone has ran into this problem let me know.. the air shocks i bought were new Chrome lowering shocks.. my luck i got bad set or there is something inside the shock blocking the air .. I DON'T KNOW

You say the shocks are new but I wonder if they were put together by an aftermarket outfit. Reason I ask is that if there is way too much oil in the shocks then there would be no place for the air to go. At least I believe this is true from what I have read on HDF. It is also possible of course that the air valves to which you have affixed your pump are faulty and losing the air as fast as you are pumping it in. Likely you would have noticed though if that were the case.
