2004 Electra Glide

It is going to be very loud - but that can be changed easily and quickly.
Depending on your size the lowered suspension may have to be changed back to stock but I would say ride it for a while and see how you like the ride. You have a very good platform for changes.
Was the bike just given a dealer download, does it have a Power Commander or SERT?
Did the bike have a dyno run after the tune?
Realistically it could get anywhere from low thirties to to high forties.
The next thing to check would be if the cam chain tensioners are stock,or replaced with the HD tensioner upgrade or gear drive.
With the low mileage,the stock tensioners(if it still has them) should still be good but should be checked around 20000-25000 miles for wear.
You did not mention if the cams were changed.
You could always try to contact the owner and ask him who did the engine work to get more info.
