All of these are listed as 98 and up touring cruise switch and all three are still available.
you can scratch 70271-98 off the list, it comes up as WIRE HARNESS, INNER FAIRING for $250 so I don't know where the guy got that part number for a switch.
You can still special order a kit for your bike #77196-04 ($398.95). It will have everything you need to do the job per my buddy who has a repair shop.
71513-98 is for an Ultra....71637-98 is a set and release switch...you still need an on/off switch.
