I went and looked on e-bay and found several. I presume since it's a Police bike it is black. Heres a nice set for under $500.00 complete. The seller has them listed seperately. Look to be the same bags as on my bike.
You could probably sell you police bags for $300.00 or more.
Another thought, if you ever thought about stretch bags now could be the time to chase that if you are really interested in building a set.
With the need to change the latches, filling the holes, changing the styling with actually buying bags as a faster alternative it may be a good time to add extended bags from one of the many available suppliers for an even more exotic approach/look.

I have a new set of standard aftermarket lids (un-painted) w/hinge catch hardware (no latches) that I would trade for police lids w/hardware - I like the police style release.
