I think the max weight capacity has less to do with damaging parts on your bike then it has to do with handling characteristics.
This is from HD site regarding your rack.
WARNING: Do not use this rack as a seat. Do not exceed the fender rack weight capacity. Using as seat or exceeding this capacity could cause handling problems which could result in loss of control and death or serious injury.
Its HD covering their butts. Just use good judgement and don't overload it. Having said that on the way to Sturgis I saw a bike with what looked like a quarter sheet of plywood bolted to his rack with a cooler, barbecue grill, tent and bag. Crazy stuff.

As far as a rack goes I'm not sure because I don't have one on mine. I do know I had at least 25lbs of stuff in the bags though multiple times and have had no issues come out of it.

With my wife(130ish) and 45lbs on the rack,it feels pretty top heavy at slow speeds!
I don't really notice the 25-35lbs in the side bags since they are low on the bike.

Back when I was with my girl and she would ride with me, she was around 5'9 and 140lbs or so and I didn't really notice the top heavy. However if I had the bags loaded down it got a little more noticeable.
