I cleaned up the rusty ends of my pipes by removing the rust with a cup bristle attached to my drill. Then sprayed Rustoleum High Heat gloss paint. Here is the template I used along with blue paint masking tape to protect the chrome and bike from paint overspray. I did this last spring and it still looks the same as I type= after about 8k miles.
