Agree w/others - think you forgot to remove the 7/8 nut & plastic piece under ignition/acc switch. Also, you can use removed ignition switch to lock/unlock forks - if needed. I did...worked like a charm.

if your just wanting the plastic piece out , theres a nut on top of the ignition switch remove the nut and a plastic washer watch how things come out and the switch cover will come out put it back the same way hope this helped
