Captain Itch's crotch cooler works!
I bought the Captain Itch Crotch cooler for my 2007 Road King (which I have since sold).
It really made a difference - it deflected the worst of the heat away from my thighs which used to cook in traffic before I fitted it.

I just put them on my 08 road king yesterday. save your money. not really worth the 80 bucks. i'am ordering a crotch cooler to install over them. then maybe I will notice a difference.
