Tour Pak Racks

Can I install the fixed tour pak rack on my 09 FLHT without changing side rails? I see the racks on ebay all the time but no hardware and of course no instructions.

Im looking for extra capacity for a trip. I dont want a detachable, Im going to use it for a trip about once a year and dont want the detachable hardware on there for the other 50 weeks a year.

I don't see why not. If you have a service manual the instructions should be there.
