to adjust the neck bearing on n FLHT 03, with the bike off the ground (same distance front and back tires), do I adjust the star nut from the FRONT of the bike (fairing / radio removed) or from the side with the handle bars (steering) turned (left or right ) all the way to get access ?

I have an 07 RK flhr with a batwing installed. The adjustment is made with that fairing removed? The svc manual is kind of vague. Obviously the only way to get to the starnut is with it removed . I have the swing correctly adjusted with the fairing off but when it's back on the swing is tighter. Just want to make sure I did this correctly.

The swing test is done with everything in riding, OEM condition. You use a 6" long 1/4" drive socket extension up the bottom of the neck and turn SLIGHTLY to adjust (righty tighty)

yup I adjusted it according to the manual. However once I put the fairing back on it's not within spec. So is the correct configuration without the fairing?

if I have the bike jacked up with everything installed after the adjustment I am able to move the bars side to side with one finger.

The bike has to be fully assembled in original OEM condition (no phone or gps mount on the fairing or bars, etc.), clutch cable disconnected, jacked up off the ground, and perfectly level front to rear and side to side. The test is not done by feel nor from lock to lock. Of course when you're out riding that will tell you by feel if it is too tight or too loose, but on that year frame, I wouldn't take a gamble to adjust it by riding feel. I think that year has some major wobble issues if I'm not mistaken.
