Not sure what model you have. Looks a lot like my old '89 I had. It had fiberglass bags and tour pack. The bags didn't have the felt liner like the tour pack and did what you are describing. they were also very rough inside. If it is fiberglass it should be able to be primered and painted inside. Undercoating does stay tacky and will rub off to some degree. You can get the roll on bed liner gel, however it will be a little rough. If you want to add fitted luggage later it will make it almost impossible to get them in. The ones I have I pack pretty full and if it wasn't for the smooth sides I would never be able to slide them into the saddle bags. A siimple paint job may be your best option??

+1 The luggage type Liners need smooth sides. Paint is a great idea.
