I'd go the way of comfort first (bars, seat, backrest, highway pegs, windshield, etc) What is left from there I would put toward an A/C, tuner and exhaust that ditches the cat.
Opening up the intake/exhaust and ditching the cat is definitely my first priority.

Getting out of Oklahoma would be nice too, since so far this year we've had 21" of snow this winter and this summer we've had 15 consecutive days of 100+ temps with no relief in sight.
