Wonder how the bracket can possibly be the source of the rattle, if both bolts are tight....the mounting plate floats in a rubber mount? There has to ba a clamp somewhere that is the rattling culprit!

i had that same rattle or in my case a squeeck, It was the rubbing between the bracket and the rubber, just squirted some WD40 in there and voila, problem solved.

Thats exactly how I found mine making noise !
But with mine , They were worn out !
Got 12,000 miles on my 05 ultra. Replaced both rubber bushings twice, once at 6000 and at 12,000. Replacing them fixed the rattle and squeak, easier to do it yourself than screw with HD. Bushings were just a few bucks.
mine were rattling too so i cut up some beer cans and made some shims. make the shims as long as the piece that goes through the rubber things. drill a hole on each end of the shims mount them on the bottom side. cost is free and no more squeeks.
I had the very same "rattle" as you spoke of,it did end up being a worn rubber mount for the slip-on's, I replaced the left one and the rattle went away,probally come spring i'll have to do the right side as well,as it looks to be abit sloppy too,i think the new rubber bushing was $3-$4 each and took me longer to kneel down next to the bike ,than it did to change the mount,very easy to do,just remove the saddle bag ,two bolts and it slips right out. i think the new one looked just as loose,but the noise went away.
You state-- The rattle is the baffle in the pipe...if that is the case it isnt the bracket or the mount--the rubber mount is to let the pipe not vibrate against metal...ask the dealer if it should be warranty?? or are the mufflers replacements?

The bracket does not rattle. The rubber fits around the bar so loose it allows for movement lets the slip-on rattle. the other side is snug and can't be moved this side has at least a 1/16" all the way around the bar like it worn out. I can hold the slip-on with my hand and the rattle stops. The rattle is the baffle in the pipe and it fits real snug at least when its warm or cold and pretty snug when its hot. I loosened and re-tightened that POS clamp and I'm not so sure the bolt won't snap in half from the wrenching I gave it.
I had the same problem. I slipped a 1/8 piece of flat stock between the rubber and the top of the bolt down bracket. I put a couple drops of lock tight on the metal/metal side and after a couple of thousand miles-so far so good........lousy set-up..
