Progressive 440 HD. When I add the tour pack, and EG Ultra seat for 2 up riding with my wife, I twist the shocks to within 2 turns of max preload. When the pack comes off, and the stock seat goes on, I twist the shocks to within 2 turns of soft preload. Great handling & riding characteristics in both situations. It took several rides to find the settings that work for me. BTW, I weigh 180 & my wife weighs 135.

OP - if you tried 412s and don't like them, and you want to retain your TooShort 12" shock length, you may find it tricky to find something that works better. You can't get plush with only two inches of travel - especially on a bike that is as heavy as these are.

I just spent the better part of the last year trying to get this sorted out on my 04 RK Custom, which was the first bagger to come from the MoCo with the lower 12" setup and Streamliner kit that became standard on bikes like the Streetglide. With around 50k on it the stock airshocks were probably worn out - although I can't say I ever much liked them unless I was two-up. They were always too harsh. And I knew a little about shocks/setting up suspension from several years of roadracing and messing around with a Penske triple adjustable shock.

I tried a few different things before settling on a pair of 12" Progressive 412s that a buddy of mine took off his bike and *gave* to me. I think you can get these for $200. Now when anyone asks my standard response is I tell them if you want to keep your stock ride height like I did, I would try these first. If you don't like them you will be able to sell them to a buddy or on ebay or here, and come out about even. Then try something else. These are spreading among my posse - several of us are now riding them.
