You need to fabricate the tool it shows in the service manual so you can turn the adjuster under the top triple tree,had to tap mine with a hammer to get it to move clockwise. Maybe if i let the bike down on the front wheel a little it would have taken pressure of tor top triple tree and let the little star nut turn without tapping it with a hammer. I bought a star adjuster nut so i could make the tool better to fit it. Once you take your speedo and tach off the bike there is a 1-1/2 inch nut on top of the steering head,you need to loosen this up and also the two 5/8s bolts on the lower triple tree in the back of them. This is with the bike level and both wheels the same distance of the ground. You will notice that after you just loosen the 1-1/2 nut that your swing is way looser so just turn the little star adjuster under the top triple tree a notch at a time and retighten the 1-1/2 nut back to 75-80 ft lbs before checking the swing again. My swing was like 1.5 and my wobble was getting worse,i tightened it to less than one but have not tried it yet. You have to pull your bars all the way to the left stop and let them go to do the swing test if you bring the to the right stop and let them go the reading is way different. Have not figured that little issue out yet. Also cover your tank with some thick towels while lifting the 1-1/2 socket,extension and torque wrench over your bike if the socket and extension fall off it won't be good.
Today I decided to adjust my headset and even tho the fall away was just a tad under 2 swings I tightened it up to a tad under 1 full swing and vola no more decell wobble. 2011 rgu. It is about a 30 minute job for the untrained LOL.

All you need is the service manual for your bike and a lift to get the bike off the ground. You will need the tool to turn the adjuster and a half inch drive socket set with a 1-1/2 inch socket and torque wrench. If you don't have all that than it is probably cheaper to have it done.

Our dealership was shocked to see we had this!!
Here is the info - upon review (found that the specs for the '09 to'12 varies) but the problem is that not all the mechanics @ HD have read this Bulletin - by the way, apparently this info is for the Dealerships (not for consumer) so I was very greatfull when someone posted this to me. I'm hoping I have done this link correctly - so you can post it on the site or sites - I'm still learning this PC stuff:
