I agree with you both. But!, from the animated tutorials, it states "you can also connect the 9 volt adapter and switch on the ignition without the bike running." If you do it this way, my experience is that with the engine at idle, the %throttle will not be zero but with the engine off and ignition switch on, it will be zero (which as I stated before, who cares what it is when not running). I do it with the engine running and warm (normal operating temp) but, per the tutorial, people may be doing it the other way then trying to compensate for the incorrect condition with mapping.
(I actually believe they mean that only the open position can be set with engine off and ignition on, but, it could be misconstrued.)
