If your Dealer says nothing is wrong, get them to at least give you a written service order saying you brought it in and it was checked. I had an 09 Electra Glide Classic. The 5th gear whine was supposed to be normal in 09. The Dealer I bought the bike from said to run Belray Gearsaver 75W140 in it. I tryed it and it worked! It was much quieter. Redline Shockproof is good oil,but not the savior everybody cheer's about.
Other good tranny oil's out there. just saying!

Back in 09 when I did the cams, told service mgr I had a very little whine noise, was told to try the Bel-ray Hypoid 80-140 also, it did all but take it away but I found here in the colder north that below 70 it was hard to shift till she got up to almost normal opt temp..
I dropped it quick and went to Mobil1 GL 75-90 and have stayed with it for the last 20k. At least its worked out good for me. shifts a lot better all the time and no cold stiff shifts.

Whine has zero to do with strength of gears. Making gears is very complex. Straight cut gears or broached are far less expensive to make than a proper convoluted rack shaved (finishing process/more expensive) gear. Ever tried a Baker trans? They shift like butter and make zero noise. Harley has always been el cheapo on the gear box noise because it was a signature.
My 2011 Road King had the 5th gear whine right off the dealers floor. It actually sounded like an ambulance behind me when I let off the throttle. I brought the bike back to my dealer with approx 200 miles and come to find out some 2011 Touring bikes manufactured between specific dates had a flaw with 3rd or 5th gears not being properly hardened by their supplier. End result was a no cost repair to the transmission on my bike.
