I have a Limited with Rineharts and Screamin' Eagle AC. That is all I have done with it, and it seems to be fine at this point. No popping on decel, no pinging. I don't have enough miles to know for sure, but at the present time I am not planning to do anything else.
Yes, you will want something to add more fuel to the mix. XIEDs are a inexpensive alternative, but if you are planning on any future mods I would highly recommend a "tunable" device, such as a PCV, PV, SEPST, TTS, etc. They are more expensive initially, but if you make further mods down the road you will not be rebuying them. If you do not have a local tuner, Fuel Moto offers great support for maps for PCVs and PVs. They are a forum sponsor and have beyond top notch customer service.
If you will only do a Stage I, then a Fuel Pack, AN Big Shot, XIEDs will work fine for you.
I had put Rineharts and A/C on my 2010 ElectraGlide while I was waiting for my PC V to show up. When I took it out for a trip around the block, I thought I was going to have to push it back. I popped and missed something terrible. Put the PC V with set up from Fuel Moto and runs well. I had put the same on my RK and with the larger volume of air it ran ran well but when put on the dyno they said I was going to burn the valves from running way too lean so went with the SERT on that one. I believe you defenitely need some fuel mang. on it for sure.
I put Rinehart TD's PM air cleaner and PCV on my ultra limited. Nice set up all ordered from fuel moto. They are good people to work with and the price was good also.
To answer the OP, Yes, you need some kind of tuner. As you have been told there are many to choose from. Are you going to retain closed loop or go open loop? That's an important consideration and will drive the direction you ultimately go.
Unless you want to turn those new Rineharts a nice bronze/blue color, you will want to add add a PCV/Super Tuner or something. If you just add the slip ons you will be ok. Change anything else (like the air cleaner) and you will need it.
