Default bad backrest

I have a 2007 Ultra with a stock seat and backrest. Problem is that the backrest padding appears to have moved. The metal bar/support or whatever it is call is now right under the vinyl. So basically I am leaning back on a metal bar...right in the middle of my spine. Has anyone else had this problem. Any suggestions as to how to remedy this
