I think that they all do it, and I think that it is all related to the exhaust.
I also think that you get more exhaust out of the left side than the right side too.
I think that if you get a 2-1 you will find that it goes away and you will have more HP & TQ as a result which will be a plus.
JMO.

FIRST thing to do is read Mikes post again and follow his directions. MOST of the time when this happens the top pins arent lined up correctly. When you set your bags on the rail the pins should go straight in. If you have to wiggle the bag around to make it fit then you need to adjust the brackets. I loosen the brackets, set bag where i want it, put pin in place, then tighten bracket. I add a little downward pressure to mine which also helps. My left bag is the same as the right on all my bikes. If the shake persists somethings broke!

I'd go over the whole rear of the bike if u haven't done this already. Bag fasteners, nuts, bolts, etc. everything!!

Needs adjustment. When removing the seat you need to remove the seat strap and bracket on left side. This bracket is usually the culpret.
1- Remove bag and make sure rubbers on bottom did not fall off.
2- Place bag onto rail and make sure it falls into position on the rail.
3- Make sure you have pins, washer, and rubber washers.
4- Put saddle bag pin in rear and lock. Make sure it caught.
5- Seat strap bracket is attached to bike but loose. Able to move.
6- Attach the saddle bag pin into loose bracket.
7- Adjust the loose bracket so that it is not raising the bag up and that all the bags weight is on the bottom bar.
8- When the bracket is in correct position, tighten the loose seat strap bracket.
9- This is how to put the seat strap bracket back on when removing the seat. You may think something is wrong with the bag not remembering that the bracket was remove, or that it came loose.

After all that spend 25 bucks and get brukus saddle bag secure,tamper proof bolts speed clips and tool.worth every penny

I noticed recently that my 08 FLHT was starting to do the same thing at 39k miles. It shook the bags and rear fender. I first thought it might be the front motor mount, but upon inspection, I found it to be OK. The rubber pieces that the mufflers are suspended from was the culprits. They were worn and the rubber was hardened. My 94 FLHT never had this problem. I believe the hotter exhaust my have something to do with the problem. No big worry though, the are 2 bucks each and easy to replace. Problem solved. I hope this helps.

It sounds like the saddlebag isn't sitting on the saddlebag supports. Let the saddlebag sit on the supports, slide it along the support until the rear clip lines up, then readjust the front support bracket so that it lines up with the bag support pin.
