This is the correct answer. Any wheel change that changes overall diameter will, by it's nature, change the rake. The question should be based around safely changing the rake.
Im eventually going with a larger wheel for my SG. I want a 23'' DNA Mammoth 52 spoke, but really dont want to have to rake it. If thats the case I will stick with a 21'' then.
Could a 23'' work without rake? Would it even fit without raking?

Doesn't looked raked. The key part of the question is "Safely". Even changing to a 21" will change the handling, but not to a unsafe level.

It looks like it might be raked. You can get 4 to 5 degrees of rake with trike triple trees. A little bit makes a big difference.

Yea you can put some raked tree on to push the wheel out and gain clearance but where are you gonna be with your trail #'s????? If you want a 23" do yourself a favor and do it right. If not stick with a 21". Remember its you in the saddle not anyone else.
