Default Help with adjustable backrest fitment

I installed a HD rider's adjustable backrest on my 02 Road King Classic and I am not happy with the way it fits. When the backrest is on it fits above the seat in the lowest setting by about 2-3". When its raised, its even higher. I wanted the backrest to be even with the top of the seat. Anyone else have this problem, have a solution, or know why this is happening? I have a HD sundowner seat.

Pics attached in the lowest setting and showing the mounting hardware.

I have the same backrest with the stock RKC seat. My backrest sits like yours when in the lowest position ( At least I think it's in the lowest position) If it can be adjusted lower, I don't know how to do it.

Mine sat flush as you want yours to, but it was used with the stock seat. Sundowner may be the problem.
