Default Adj Backrest... Help

Installed the adjustable rider backrest (#52659-05) on my 05 road king. Pretty straight forward install process. But noticed the backrest does not lower all the way down to meet the top of the seat. I have a sundowner seat on the bike. The pics in the HD catalog all show the backrest on the bikes sitting right down on the seat, but mine sits about 3 inches above the top of the seat. Looks a bit sloppy. There is a height adj on the backrest but even on the lowest setting it sits 3 in above the seat. Did I miss something in the installation?? Does anybody else have this problem?? Comments,....suggestions...??

Thanks
