Has anyone used or seen softbrakes plate relocator?
I'm curious as to if it creates an issues because of the resulting gap between the turn signal bar and fender.
Are there any other means to relocate the plate below the taillight?
I realize I'll need to wire a new plate light.
no, the later rear fender is wider, the electrical plugs are all different.
there are options for you.
if you use that style bracket ( in 1st post) use rubber washers sandwiched to protect paint etc.
and you can buy plate mounting bolts with leds in them. ebay or if you have a cycle gear chain store near you.
custom dynamics also has them on their website ( about $12)- and you can sort out the wiring to your taillight.

RK Classic, Custom, or Standard?
Lots of guys have used the SB plate relocator on your model. JP used to offer a tail light lens with the clear portion on the bottom to light the license plate; haven't checked in several years if they still do.
You could use the SG turn signal bar since it has LED's in the center portion to light the license plate.
Some advice - don't use the bolts they give you, they are *tiny* allen heads, a pain in the rear. Go to the hardware store and get flat head machine screws like this one:
