TTS Mastertune!!! Same thing as the Harley Davidson Screamin Eagle Race Tuner which is basically the same product. Harley changed manufacturers a few years ago and renamed their tuner to the Screamin Eagle Super Tuner. Alot of Harley Shops still prefer the TTS to the SE Super Tuner.
TTS and ThunderMax are the only tuners that will correct the speedo AND give you back your 6th gear light. Speedo will be off about 5mph with pulley change .
I perfer the TMax , if you already have the TTS you should be good also.
Its been awhile,like years, since i changed out my RK pulley
but will look today and see if i can find the paperwork for the parts. If i find it i will post the belt part#.

Here is my belt size : on my '07 RoadKing, stock belt was 137tooth #40024-07, i went to a 136tooth #40056-07, its the belt HD uses for export bikes. So I droped only one tooth and adjustment came right back to stock position.
BUT: I see that the '09 has a part# change to 40024-09 which is a 140tooth .Thats what you have, these are all 1" wide belts. I did not see a shorter export belt in the parts book.
Now there is a 139tooth belt #40040-05 but it is 1 1/8" wide which makes no difference to the front pulley but I dont know if it would fit in your rear pulley.
The belt Brick0044 is getting is probably your best bet.
Dropping 3 teeth will probaly be too many,

That Gates belt seems to be the one to get- they are the OEM maker of the HD belts, and some people had issues with other brands of belts breaking.

I myself am putting on a 31T on my 2009 SERG. I decided against the 30T, as I don't want to raise RPM's much on the highway. As it turns out, I will also need a 139T belt, and plan on ordering the Gates.

I am surprised you will need a shorter belt with the 31t trans pulley. Is the 09 belt 1 tooth longer than the 08? If it is longer then that would make sense.

Seems i recall it only being +300 RPMs at 70 MPH with the 30t pulley.
There is also a long discussion in the TriGlide section on this mod, look in the stickys at the top.
'08 to '09 would be 3 teeth dif. in the belt I believe.
