I am assembling my motor back together and I have had the head ported new cams and new lifters new fuel moto pushrods
Today I got the heads all back on and when we were putting the pushrods back in I can't use the tool fuel moto provided. The push rod tubes won't go up high enough to use them
But I just held them up with my hands while my buddy made the adjustments. But when I talked to fuel moto they said about 4 turns and it would be good but we even turned about 6 times and they still had play
The one question I have for you is are you sure that you have done everything else right? It is apparent that you have had little if any experience working on a Harley and though it is not rocket science, if it isn't done correctly there can be numerous problems. If you have a manual and are following the instructions closely you will probably be OK. The first time you do something like this it is usually a good idea to have someone guiding you that knows what they are doing.

After watching fuel motos video he talks about the pre load on woods lifter being accomplished by the four turns
I have fueling lifters. I wonder if it the same preload

There is nothing wrong with doing the work yourself. I personnally have a real aversion to letting anyone else work on my bike. That doesn't mean I'm the greatest mechanic in the world, just that I don't take shortcuts and spend the amount of time doing things to make sure they are correct. This comes from having work done and later having to fix the things that weren't done correctly.
I explained the way to adjust adjustable pushrods in my first post. If there is something that is not clear to you I will answer any questions you may have. One problem I think you are having is that you are using the stock pushrod covers which leave you less working room. The early model pushrod tubes, which are supplied with Screaming Eagle pushrods (one of the reasons I like them) provide a larger amount of open space when doing the adjustment. FuelMoto says their's are designed for use with the stock covers so I assume they are right, but more room helps.

If you bought the standard replacement lifters the preload should be the same. Standard lifters have .200 inch cushion space and what you are trying to accomplish with the preload is to take up half of this space, so the preload should be the same. Did you soak the lifters in oil before you installed them?

I had no issues installing the tool provided by FM, follow their directions that came with the pushrods and it should be a cake walk....just sayin....

Done my cams yesterday and used the fm luxuries. I had to use a screwdriver to pry up on the tube to get the tool into place. It will go. Another poster already gave you the correct procedure for adjusting. Good luck.

Adjust length til no more slack THEN 4 more turns

Be sure the threaded part of push rod is bottomed in the lower part of push rod, then adjust to no slack. Then turn out 4 turns to preload lifters. Use a screwdriver to lift pushrod cover up and install FM tool, this gives plenty of room to make the adjustment.
