some riders are more than satisfied with the stock mufflers after removing the cat from the header.
the cat in the 2010+ models is an obstruction to flow ( performance) and sound. Consequently, the stock 2010+ mufflers are quite free flowing compared to earlier model years
I personally use supertrapps alot ( multiple bikes)- supertrapp makes the screaming eagle nightstick, which can be tuned for performance and /or sound like other supertrapp disc system mufflers
he may want to further refine his
budget
performance requirements
sound--- this is subjective and going to a bike night type event will allow him the hear many pipe combos and see what floats his boat

I am going to put Freedom Performance Header and mufflers on this weekend. Did research and this seemed like the best deal for me. Reasonable price and I found people really like them.

I'm runnin' V&H 4'' Twin Slash Rounds on my FLHTC. I still have the cat. converter in the head pipe and they still sound much better than stock. Next winters project "gut the cat."
Depends on what your buddy's looking for. Stock mufflers are quiet and legal, but they're very restrictive regardless of year. I'm not sure where the myth of the new mufflers came from.
Any aftermarket muffler without the EPA stamp is going to be louder than stock. Some will benefit performance, most won't. Changing mufflers only will really only affect sound.
To my ear, nothing sounds better than the Jackpot mufflers. They seem to have found the sweet spot with tone, volume, and performance. That said, there are people who think they're too loud, others think they're not loud enough.
