I am pretty sure that they are. Dakota Digital advertises theirs to work with 04-12 bikes.
I actually just bought a set of Dakotas for my 12 Road glide and am looking to get rid of my silver gauges. I have installed BLUE LEDs in all the silver gauges. Email me if thats something you might be interested in.
The 4 smaller will work, I'm not sure on the plug in harness on the older(06) style Tach and Speedo.
Now that I think of it, sure, they will work. I put 06 silver faced in my 07 FLHT. I didn't know it at the time but figured it out when there was no 6th gear light.
They are NOT a direct swap. I too have an '06,...........ULTRA. I hated the black gauges , and wanted the white/silver gauges that the Street Glides had. After READING and SEARCHING the forums, I found that the speedometer was going to be a problem, and possibly the gas too.
I was lucky to find a set of '06's on EBAY, for a decent price. Had I not scored these,....I was going to have mine refaced.
